Yes, Paradise Valley, Montana is just outside of Yellowstone.  
No, you cannot build on federal protected property.  There is no way.  
Yellowstone is very picky about what goes on the park.  They can't regulate everything because it is so big, but it's best to follow all the rules.

I've never been to Yellowstone but I'd love to one day. Of course I'd be on the lookout for Yogi and BooBoo. 😃
